Is a washer-dryer automatically best for a flat?

No. It saves a second appliance footprint, but its drying capacity is normally lower than its washing capacity. A wash-only machine can be better when you have a dependable drying plan.

Can a vented tumble dryer go anywhere in a flat?

No. The Hoover option requires a suitable route for its hose to discharge warm damp air outside. Do not treat it as an unvented appliance.
